Folios 214-215: Joshua Sydney Horton, Regulating Officer, Liverpool. Requests guidance on the case of 2 men: J Wilcox and William Cumberland, who he has detained on board HMS Princess pending a decision, bearing in mind the situation between Great Britain and America. Lieutenant Evans received information that the former was a Miller and Wheelwright, the latter a Carpenter in a mill, being also a weaver. They have no documents, but an affidavit they made at Custom House as labourers, testified by the Master of the brig Chance, with whom they had sailed for New York, who acknowledged that he had never met them previously. Many men of a similar description have emigrated since Captain Horton took over at Liverpool, some of whom he has recruited, but as Wilcox is a superior order of me, he has sent him on board HMS Princess pending a decision. Requests instructions for any similar future cases.
