Reports that Lieutenant Fell Benamor has never joined the ship since his appointment but Lieutenant Henry Davey has been appointed to HMS Shannon, so he is one officer short. Asks that Lieutenant Benamor be ordered to join immediately, or another officer be appointed in his place.
