Refers to an enclosed list [not present] of Sea Fencibles enrolled up to 24 December 1803. He reports having assembled sea faring people at different places in Loughswilly, and on the coast, in order to find out more about them and to explain the nature of his duties. He believes that he will be able to recruit a good number for the service.
