Folios 198-199: J Gourly, Kirkwall in Orkney. He encloses the Resolutions of the Court of Lieutenancy for Orkney dated 22 and 30th of April 1812 (not enclosed) and similarly minutes of meetings of the Leaseholders of Stromness and others dated [29] 30 April and 22 April for the purpose of raising 120 seamen in Orkney to serve in the navy.
Folios 200-201: Enclosures to folios 198-199: Record of a meeting of Freeholders, Justices of the Peace, Commissioners of Supply, Ship owners and others dated 30 April 1812. A list is given of those present. The document notes that having taken into consideration the request to raise 120 men from Orkney to serve in the Royal Navy, it was resolved first, that a hundred men be raised in proportion to the population in each parish. That the men be raised by ballot. That the shipping interest in Orkney would raise the further twenty men in proportion to the tonnage of shipping owned. That a gratuity be given to each of the men selected. That a meeting of the inhabitants of Stromness be called to approve these measures. That a Committee be established to carry out these measures and the names are listed of those comprising the committee. Thanks were then given to those responsible for organising the meeting.
Folios 202-203: Enclosures to folios 198-199. Record of a meeting of the Deputy Lieutenants of Orkney dated 22 April 1812 together with Freeholders, Justices of the Peace, Commissioners of Supply and Ship Owners held in the town hall at Kirkwall to consider measures for raising 120 men for the Royal Navy. A list of those of those present is given. They are considering a letter they have received from the Lord Advocate of Scotland who, acting on a request from The Admiralty requires them to raise a number of men from the parishes or Orkney. Captain Gourlay, or Gourly, was present at the meeting to give further details of the request. Several other letters were considered including those from the Signet at Edinburgh and the Secretaries of the Admiralty. It was resolved on the basis of this informatio they had received, that given the present national emergency they would do their best to raise the number of men required. A committee be appointed to take the matter forward. That a bounty would be fixed by this committee to offer any man that came forward. Finally, that a copy of this document be forwarded to Captain Gourlay or Gourly.
