Replies to a letter dated 4 May 1811 concerning William Connor, said to be mate of the Rose, who is reported by Captain Thomas Richbell to be asking for a discharge as he delivered a substitute in May 1809. He relates that at that time William Connor was mate of the Everthorpe, M Nevain master, ready to sail, was impressed at Hull. An application for his release was made by the master and by Mr Barker the owner. Grey told them that Connor could not be discharged nor could he accept a substitute. Later he agreed with Mr Barker to deliver an able seaman to the rendezvous as a substitute but warned that Connor would still be liable to be impressed as he could not be officially discharged.
