Reports that having 250 supernumeraries on board, many of them troublesome characters, requires himself and the officers to supervise them strictly. Only sever punishments have kept them in order. He stresses the importance of having men-of-war visit Liverpool as it is a bad place to keep men after they have been raised but not sent onward. Gunboats can only take 40-50 men. HMS Eliza and Jane have waited for a fair wind. Admiral Sir Robert Calder on 25 January 1811 ordered HMS Eliza to Liverpool for newly raised men but she has not arrived.
