Folios 129-130: Edwards Lloyd Graham, HMS Vestal, Northfleet. Covering letter for the enclosed letter [present] with certificates [not present] received from Robert Black who has served as Carpenter on HMS Vestal nearly three years. He is highly worthy of my recommendation.
Folios 131-132: enclosure with folios 129-130. Letter dated 21 January 1809 by Robert Black. Carpenter, HMS Vestal, to Edwards Lloyd Graham, HMS Vestal. Has held a Carpenter's Warrant nearly Nine Years. Encloses all his Certificates [not present] but one from Captain Woollaston which was sent to Admiral Sir Richard King, by his command, but never returned. Requests you recommend him to the Admiralty for a higher rate.
