On resuming command of HMS Triton at Portsmouth in January 1799 he found the crew in a very debilitated state from the very severe Weather she had sustained during her cruise off the Northen Coast of Spain, he learnt from the Surgeon that no less a number of 173 of them had during his absence been afflicted with the venereal disease, and as the Ships services were required at Sea in this inclement Season, he desired the Surgeon to assist me in discovering every [possible means of recovering them; he consequently made the application to me in the enclosed letter [not present] which he complied with by ordering the Purser from time to time to supply him with Red Wine for the use of the sick. Having written to the Commissioners for Victualling on the subject he received their answer"that they cannot allow the Purser Credit for any extra quantity of wine issued for the use of the sick without the approbation of the Admiralty" hr therefore requestd the Admiralty to direct the Victualling Board to allow the Purser credit for the Wine.
