Expresses the opinion that Mr. Peppins insanity was produced by"irregularity and depression of spirits" caused by debts which have recently been discovered. He intended to destroy himself and was watched until he was sent to the hospital. He believes he was allowed to go ashore when discharged to HMS Monmouth from hospital and that"his intemperate conduct may have occasioned a relapse". He [Fraser] had intended to apply for his discharge [from the service] but that slipped his mind when he was sent to the Downs for the meeting of the Allied Sovereigns.
