Folios 230-231: Edward James Foote, HMS Sea-horse [Seahorse], Falmouth Harbour. Acknowledges the letter directing him to lose no time in proceeding with the convoy. Reports he is keen to do this, and realises the importance of the convoy, but he has never known the winds to behave as they have this month. Even when the wind was East by South or East Southeast, it came on to blow so hard that the ships in the inner harbour could not make their way to sea. He has now sent officers from his ship and HMS Maidstone to tell all vessels that they must do their utmost to get clear by daybreak tomorrow, and he will then sail with the rest of the convoy. If the Admiralty feel he has not done his best, requests a court martial to pass judgement on his conduct.
