Folios 198-199: Edward James Foote, HMS Sea-horse [Seahorse], Spithead. Reports he has sent his Pay Books to the Navy Office today. As the Commissioners of the Navy had directed that in future he make out three Pay Books and a list on Pay Book paper of all the men mustered aboard the ship at the time the Pay Books were made out, he felt he could not close the books and send them in until the 31st of the month.
