Folios 245-246: Edward James Foote, HMS Thorn, Yarmouth Roads. Advises that he will take under convoy a ship bound for Rotterdam, as requested by the Mayor of Yarmouth. The expected deputation from Customs Commissioners has not yet happened. The local Customs Officer has informed him that according to a recent Act of Parliament all naval Commissioned Officers are authorised to seize smuggled goods without being appointed by Customs.
