Folios 254-255: Alexander Fraser, HMS Redoubt, Woolwich. Acknowledges the letter enclosing a letter from Mr Nepean and one from Baron Knoblesdorff concerning a vessel stopped at Ostend belonging to a Prussian subject. Reports that when the French evacuated Ostend, Lieutenant Richard Boger took a cutter into the harbour and found a number of vessels, some prizes, some French property and some stopped by the embargo. One of the latter may be the Prussian vessel. The Lieutenant claimed a right to all of these vessels, and most of them gave a conditional bond to pay whatever salvage was later agreed, and were then allowed to sail. It may be that the Master of the Prussian vessel declined to give such a bond. The Lieutenant continued to correspond with Rear Admiral John Macbride about these vessels, and he should be in a position to give the Admiralty any further information they require. Returns the enclosures.
