He reports receiving a letter from Captain Seccombe of HMS Utrecht about William Wilkie or Wilkins who claims he was an apprentice to Mr George Bell a ship's master. He reports that Mr Wilkie was impressed by him at Leith on 1 September 1805 but at the time he produced no indenture.

He mentions that his apprentice William Wilkie, aged about 14, was impressed at Leith by Captain Shortland of HMS Trompeuse. As the vessel sailed the next morning he was unable to present the boy's indenture to the captain, which he now enclose, so that he can be released.
