Folios 271-272: Ross Donnelly, HMS Narcissus, Spithead. Encloses a copy of the letter he sent to Rear Admiral Bartholomew Samuel Rowley requesting the compliment of his ship be increased. Explains that now he is ordered to foreign service, asks that they authorise this increase in compliment and he notes that they have authorised this for HMS Medusa, a ship built and fitted at the same time as his.
Folios 273-274: enclosure with folios 271-272. Letter dated 15 February 1805 by Ross Donnelly, HMS Narcissus, Nore, to Rear Admiral Bartholomew Samuel Rowley. Request for an increase of compliment of men from the present compliment of 254 men, citing comparison with HMS Phoenix, HMS Crescent Flora, HMS Latona and HMS Phaeton. States that as his ship was enlarged as an experiment by the Board of Admiralty, requires this number of men to manoeuvre her, particularly if any crew are sick or upon duty.
