Folios 255-256: Archibald Collingwood Dickson, HMS Sceptre, The Nore. Regrets the Admiralty does not approve his using the Dover Cable in Long Reach. The hawse was clear to the crew. Due to squally conditions, they feared being unable to drop the second Cable.
