Folios 183-184: Billy Douglas, HMS Sandwich, [Chatham]. Major General Innes of the Royal Marines having informed him that he proposed sending a Field Officer to inspect the Royal Marines doing duty on board the Prison Ships. Thinks his power of control over the Royal Marines ceases as soon as they are embarked, and that he can't admit such visit, unless he has their Lordships Orders for that purpose. The General informs me that about 20 years ago, such was the custom with respect to the Guard Ships of that time, but that it had not been attended to lately.
