Remarks note that besides soldiers on board there are 180 Supernumeraries received at Plymouth sound to complete the ship['s company on the American station, men of extremely bad character whose conduct was generally infamous. With the small establishment of Officers in a troop ship he would have been unable to maintain any kind of discipline without frequent Punishments being inflicted.
