Folios 520-521: Man Dobson, Bristol Regulating Officer. Has looked at papers about Joseph Guppy’s impressment. Says West India ships carpenters are essentially necessary on board until she arrives at the float at Bristol because of the difficulty of the navigation, the strength of the tides and the narrowness of the river. Observes that Carpenters coming to the float are lost to the Navy. Suggests their lordships protect Carpenters to the Bristol Float and that Merchants should do something on their part for the country’s defense. About seventy West Indiamen out of port. They should provide ten able seamen men, the same number of protections for the Sea Carpenters.
