Description

Folios 167-168: Benjamin Carter, Regulating Captain, Liverpool. Reply to letter dated 7 June 1810. States the charges made against me by Mr Pinkney in the enclosed letter [not included]. I have paid every attention to the just claims of American Seamen and that if I have detained a citizen of America it has been from evidence either brought before me so clear, or on the most positive assurances of the Officers who impressed them. The charge of withholding or destroying the documents of Impressed men I deny as I have always returned then to the men r the Consulates Clerk. The charge of preventing"Merchants, and others" from holding communication with impressed men, previous to their examination by me, is true, but I assure the Admiralty that no person whatever has been refused admittance and have had the fullest opportunities afforded them of bringing forward their claims. The report of the American Consul I London, of the number of cases of impressed men in this office for the quarter ending 31 March 1810 to the amount of 254, which he says are from Liverpool tho mentioned in Mr Pinkney's letter as a charge against me. I an only state that in every case which has been referred to me, I have given my report on each, in the clearest manner in my power, either from what appeared before me at the examination (which cannot be considered superfecia;, having been in the early part of my professional service on the Halifax Station four years and a half, where the frequent opportunities of acquiring some knowledge of the Citizens of America and have for my guide the last American Gazette, Published according to Act of Congress) or from the declaration. The charge of inattention or want of respect to the certificates of the Consul in London, are unfounded as I have paid every attention in my power but must observe that I have found in several instances Mr Lyman has been much imposed on, and that men who have been known here and have confessed themselves British Subjects have obtained signature and even Certificates on fraudulent pretences. I will post copies of correspondence Mr Maury the American Vice Consul and myself for Mr Pinkney's perusal.

Folios 169-170: enclosure with folios 167-168. James Maury, American Consulate, Liverpool, to Benjamin Carter, Regulating Captain, Liverpool. Dated 22 November 1809. [Letter about the number of person impressed, who claim to be American Citizens being held and have documents taken and examined without the Clerk of the Consul having access]. [Complaints about documents being destroyed have also been made]. Request that as there are so many houses of Rendezvous in this place, it would be a great accommodation to me if all persons claiming the privileges of Americans could be regulated at Bird Street or any other House.

Folios 171-172: enclosure with folios 167-168. Benjamin Carter, Regulating Captain, Liverpool. To Admiralty. Dated 12 June 1810. Covering letter for the copies of a correspondence between Mr Maury, the American Vice Consul and myself. I request they may be transmitted to Mr Pinkney.

Folios 173-174: enclosure with folios 167-168. Benjamin Carter, Regulating Captain, Liverpool. To James Maury [Vice Consul of America in Liverpool]. Dated 24 November 1809. Reply to letter dated 22 November 1809. I inform that every man on HMS Princess is regulated by me and certainly many indeed have produced American Protections. I am clearly of opinion that two thirds of the Seafaring men at Liverpool, have similar forged documents. [Gives details in reply to claims being made about how men are being impressed].

Folios 175-176: enclosures with folios 167-168. [Admiralty Note] Send copies of the whole of the list of persons impressed with the necessary for returning them in [rest unclear].
