Folios 514-515: William Charleton, Regulating Captain, North Shields. Response to a request to state the case of Samuel Ducker, aged 22, now on board HMS Eliza in the harbour, having been impressed by Lieutenant Thomas Flinn on 28 January 1810. His grounds for exemption from impress were not considered strong enough evidence as the Protection Certificate was not signed by the Comptroller and the Collector of Customs.
