Folios 430A-431: Thomas Cochrane, Portman Square. Mr Stewart, Midshipman, HMS Imperieuse, is in dispute with the Pratique Master and their Agent at Plymouth. He has been detained in quarantine for 20 days at Plymouth and 9 days at Kinsale following a 6 week passage with no communication except in Spain with HMS Imperieuse. He asks for directions if this is an Admiralty matter. ("Pratique" is formal permission given to a vessel to use a foreign port upon satisfying the requirements of local health authorities- Collins dictionary.)
