Under Article XXIII Page 111 of the General Printed Instructions confirms that the three Warrant Officers under his command - Stephen Swiney, Gunner, Andrew Lock, Boatswain and Thomas Canty, Carpenter are all officers of long standing and highly deserving of promotion.
