Folios 560-561: James Caulfeild [Caulfield], Regulating Captain, North Shields. Encloses a letter he received from Magistrates in Sunderland about the Keelmen employed on the River Wear.
Folios 562-563: enclosed with folios 560-561. Letter signed by seven Justices of the Peace of Sunderland to Captain James Caulfeild dated 16 June 1815. They propose that initially, no protections from impressment be issued to Keelmen on the River Wear because their numbers have increased to an unnecessary degree. As the roads near the mouth of the river have been much improved, they suggest asking those in the coal trade how many Keelmen are necessary to carry on the business of the port and those not needed could be taken up for public service. The present system of granting protections for money has a bad effect because those funds are used to support men out of employement, against whom the Magistrates have issued warrants because of the recent riots.
