Folios 188-189: James Caulfield, Regulating Captain, North Shields. Advising that the Eliza tender has this day sailed for the Nore with 53 raised men. Also encloses an American certificate of Citizenship, belonging to James Smith, impressed on 31 December 1813 and now on board the Eliza. When Caulfield suggested that if he were American he must be sent to prison, giving him time to consider this - he then said, in front of Lieutenants France and Fulton, that he had actually been born in Liverpool and had obtained the certificate by sailing some time out of America.
Folio 190: enclosure with folios 188-189. Certificate numbered 7082, 19 April 1809, and signed by John Graff, Deputy Collector of the district of Philadelphia, stating that James Smith is an American citizen. Described as 5ft 7ins tall, dark complexion, brown hair, lame.
