Folios 494-495: William Cumberland, Regulating Officer, Cowes. Reply to letter dated 13 April 1812 about the number of men raised by him. He assures that every exertion of himself and Lieutenant [John] Francis to procure men and he hopes that those of Lieutenant [Thomas Lowton] Robins at Ryde. Apprehends the Cessation of American & their Trade is the chief cause of the scarcity of seamen here.
