Folios 395-396: Benjamin Carter, Regulating Captain, Cork. Replies to Mr Barrows's letter concerning Charles Carthy recently on board HMS Fortunee but since deserted. States that he was impressed by himself on 19th [October 1811] from a public house at Cork. He had no Protection and was apparently occasionally employed in the coasting trade as a fisherman and a boatman. A Mr Jackson applied for his release but did not offer anything that could authorise him to relinquish the claim the Navy has to all unprotected seafaring men.
Folios 398-398: Enclosure with folios 395-396: Letter dated 8 November 1811 from John Barrow, Admiralty Office, to Captain Carter, Regulating Officer, Cork. It appears from the report from Vice Admiral Thornbrough dated 4th [November 1811] that Charles Carthy who was drafted from HMS Trent to HMS Fortunee was impressed by him. Asks him to state his case.
