Folios 177-178: George Crawley, HMS Philomel, Plymouth. Has received a letter from James Rutlidge, Boatswain of HMS Philomel and Nathaniel Waistcoat, Boatswain of HMS Lapwing, asking to exchange ships. He referred the matter to the Commissioner, who did not feel he was authorised to approve, and advised him to refer to the Admiralty. Requests exchange warrants be granted. Mr Rutlidge is an old man, and infirm, and has never before been a Boatswain or Boatswain's mate, while Mt Waistcoat is a young man who seeks active employment.
