Folios 148-149: Edward Sneyd Clay, Regulating Officer, Belfast. Following two years observation says many of the crews of returning vessels are landed before they reach the loch whereby evading the Impress Service and depriving the Navy of valuable men. Suggests a small vessel is employed in addition to the Maria tender to cruise the Loch’s entrance and Channel to board home bound vessels before their crews can be landed into the creeks and smaller harbours. Reports there’s a fast sailing schooner, 20 tons burthen at port that could be very well adapted for the purpose which her owner would hire to the Government for twenty Guineas a month. Payable per lunar month by the Regulating Captain and can be manned from the Tender and Gangs to avoid additional costs.
