Folios 211-212: William Charleton, Regulating Captain, North Shields. John Chisman was pressed from the Betsy while acting as the Mate. William Charleton argues that the Act protecting mates from impressment does not apply to Apprentices who are acting as Mates. He also says that many men claiming to be Mates are working independently and are liable for impressment.
