Folios 165-166: Robert Fitzgerald, Haverfordwest. He reports that a transport carrying part of the 97th Regiment of foot arrived at Fishguard in a very distressed state. He encloses a letter from Captain Zehender who was in command of the regiment which complains of the conduct of lieutenant James Morgan of the Fishguard Sea Fencibles who failed to provide proper assistance to the transport ship. He has examined Lieutenant Morgan and says that he believes that he is unfit to be an Officer of the Sea Fencibles.
Folios 167-168: enclosed with folios 165-166. Letter dated 3 December 1807 by Captain Zehender, 97th Regiment of Foot, Fishguard. He complains that the Sea Fencibles failed to provide assistance to the ship and that the boats sent to rescue the troops charged exhorbitant fees despite being under the command of Sea Fencible members. He holds Lieutenant James Morgan responsible for this misconduct.
