Folios 278-279: William Cumberland, Regulating Captain, Liverpool. Refers to the case of John Robinson who was pressed on 24th inst. Whilst being conveyed to the boat he was arrested over a debt of £11. Cumberland believes he cannot be detained for a debt under £20 when engaged on His Majestys Service. The court is asking the question 'Does service not start until he is on the books of one of His Majestys ships?' Cumberland seeks guidance.
