Description

Folio 392: Samuel Colquitt, HMS Princess, Liverpool. Receipt of letter with applications from Mr Fletcher for Adam Halliwell, E Pritchard for Evan Pritchard, R Rowlinson for William Pritchard and R Duncan for Neil McNeill. States that Adam Halliwell admits deserting from the Bolton Le Moors volunteers as Mr Fletcher states, and voluntarily entered the Navy. Evan Pritchard is the same person stated in his letter of 24 [March 1806] under his real name of Robert Richards, a deserter from HMS Princess directed to be sent as a disposable to Plymouth. William Pritchard is as stated by Mr Rowlinson a Welsh landsman who cannot speak English but admits he voluntarily entered for the service. He is a stout active man between 19 and 20 years of age. Neil McNeill is clearly as stated by R Duncan, Chief Mate of the Peggy, now lying at Liverpool with a perishable cargo on board.

Folios 393-394: enclosure with folio 392. Letter dated 21 April 1806 from Richard Rowlinson to the Secretary of the Admiralty. William Pritchard is a 10 year old Welch [Welsh] boy who has never been at sea. He is a husbandman. About a fortnight ago he was seized as a landsman by the impress crew and is now on board HMS Princess. He cannot speak a word of English. His father has sent a letter offering to find 2 landsmen as substitutes to be approved by the regulating officer there or by Captain Colquitt of HMS Princess.

Folios 395-396: enclosure with folio 392. Letter dated 21 April 1806 from Ralph Fletcher, Lieutenant Colonel of the Bolton Regiment of Volunteer Infantry, to the Lords of the Admiralty. He applies on behalf of Adam Halliwell, a Drummer in the Bolton Regiment of Volunteer Infantry who deserted last week and entered himself as a Seaman on board the receiving ship at Liverpool. He started in the Regiment on 18 March 1804 and has received his pay till his desertion. He had a certificate sent from the |Permanent Serjeant of the Regiment but the Regulating Captain refused to give him any answer. The Commanding Officer of HMS Princess informed the Serjeant that as the lad had entered he could not discharge him without an order. Assuming their Lordships will be satisfied that a Drummer cannot enter into any of His Majesty's other forces, he requests Adam Halliwell to be discharged and permitted to return to his regiment where he will be dealt with according to the law.

Folios 397-398: enclosure with folio 392. Letter dated 21 April 1806 from Evan Pritchard, on board HMS Princess at Liverpool, to William Marsden, Admiralty Office, London. Having been impressed on board HMS Princess, he offers 2 able Seamen or 4 landsmen as substitutes.

Folios 399- 400: enclosure with folio 392. Petition dated 21 April 1806 from Robert Duncan sworn before Thomas Golightly, Liverpool. Robert Duncan, Master of the Peggy belonging to Rothesay now lying in the port of Liverpool. He arrived from Limerick yesterday with a cargo of wheat and oats. Neil McMNeill, Mate of the vessel, was impressed and is in the custody of the press gang. None of his cargo has been discharged for lack of the |Mate nor has he been able to find anyone to replace him. Asks for his discharge. Robert Duncan swears the truth of this statement and encloses papers for consideration. He asks the enclosed certificates to be returned to John Irvins, 123 Duke Street, Liverpool.

Folio 401: enclosure with folios 399-400. Pre-printed certificate bearing the Limerick City Arms, dated 3 April 1806, signed by William Forbury the Mayor of the City of Limerick. Robert Duncan, Master of the Peggy sloop of Rothesay, swore before him and one of the Justices of the Peace for the City of Limerick, that Neil McNeil is Chief Mate on board the said ship and has charge of all the cargo put on board. He is about 5 feet 3 inches tall, fresh complexion, blue eyes and light brown hair.

Folio 402: enclosure with folios 399-400. Certificate dated 3 April 1806 witnessed by Michael Egan Pr col and John Lynch D C. Security is given by Robert Duncan of Rothesay, Master, and Neil McNeil of Rothesay, Mate, of the Peggy of Rothesay bound to Liverpool, that they will not act illegally in respect of goods nor opposed Officers of the Customs or Excise.
