Folios 465-466: John Culverhouse, Liverpool. Acknowledges Admiralty letter of 26th and then makes a further plea for their Lordships to reconsider superseding him for sending unfit men. Points out that once men are aboard the tender he has no authority over them, and that the intake comes from other Rendezvous at the Isle of Man, Chester, Park Gate, and Greenock, as well as his own Liverpool station.
