Folios 141-142: William Charleton, Regulating Captain, North Shields. Encloses a letter from Rear Admiral Bartholomew Samuel Rowley received by HMS Lyra on her return to North Shields, relating to the conduct of her Commander, Jeffery Moulding, Lieutenant whilst at the Nore. States that he was aware of Lieutenant Moulding's drinking but had hoped that, under his watchful eye while the tender was mostly in harbour, there had been some change. Advises that he did recommend the exchange between Lieutenant Moulding and Lieutenant France. Asks, as there is unlikely to be any change, that Lieutenant Moulding is superseded in the command of HMS Lyra.
Folios 143-144: enclosure with folios 141-142. Letter dated 3 March 1805, from Bartholomew Samuel Rowley, Rear Admiral, HMS Zealand at the Nore to William Charleton. Advises that Jeffery Moulding, Lieutenant, commanding HMS Lyra has been so intoxicated during the time he has been at the Nore as to render him unfit to take charge of any vessel in HM Service.
