Folios 348-349: John Clements, Regulating Officer, Leith. He ordered Lieutenant Shiells in HMS Safeguard to take the convoy from Montrose but, as he was short of men, he told Lieutenant Black in HMS Mastiff to send men to make up Safeguard's compliment. The men refused so Clements immediately took all the crew and sent some to HMS Safeguard and the rest to the Deptford tender to be dispersed at Nore. Lieutenant Black did not do anything at all in the face of a mutiny apart from tell Clements so he is unfit to be in charge and needs a replacement.
