Folios 234-235: James Cornwallis, HMS Sheerness, Spithead. He has received orders to hoist a broad pendant, but the Navy Board has refused to supply him with the pendant and the accompanying signal flags as it has no orders from the Admiralty. Asks for the Navy Board to be directed to supply them.
