Folios 114-115: Francis Holmes Coffin, the Sea Fencibles, Folkestone. He has collected information from Lieutenants Browne, John and Richard Rose Bradley that no vessel like the French row boat the Admiralty inquired about was sighted on that day, but that an armed lugger, thought to be HMS Vigilant, was seen off Folkestone on the Sunday afternoon. The Midshipman at the signal station is a man of 25 years' seagoing experience, respectable and attentive to his duty. John Miller has been employed at the station for several years . Lieutenant Bradley reports that John Reed took some coal for the use of his family, and that he has been sent away for not asking for permission first. Since then Reed has been employed by Lieutenant Wall. He does not think Lieutenant Wall is fit to be employed at this station.
