Folios 208-209: John Colvill, Bath. He and Mr Morgan did not sign Mr Thompson, Victualling Contractor’s vouchers for certain provisions supplied by him to HMS Star at Leith. Says his complaint about irregularities is unfounded. He did not sign for the bread because it was greatly short of the weight, as he’d been supplied from Portsmouth. Having to leave suddenly before the vouchers were received by him to sign, he ordered his Purser to write immediately about the deficiencies telling Mr Thompson his Captain would sign the vouchers when the mistake had been rectified. He replied to the one letter he received from his assistant by the directions given by his Purser. He instructed the Purser to forward him the vouchers when the dispute with the Contractor was settled on his leaving the station in December. He cannot say how far the Purser had been irregular in not having the affair arranged quicker. He did not sign the vouchers for what he considered to be his duty.
