Folios 521-522: Edmond Crawley, HMS Lion, Yarmouth Roads. Responds to a complaint against Mr Higgs, who has served for over 6 years and has passed as a Lieutenant. Mr Higgs admits that he was drunk at the time of the offence and may have opened the letter in question. Ever since he received a severe head wound when he was in the Impress Service he loses all his mental faculties when drunk, and has total loss of memory.
