Folios 519-520: Edmund Crawley, HMS Lion, Yarmouth Roads. The ship's company is some month's overdue payment and they have no means to purchase tobacco. Mr Dale, the Purser, has expanded the quantity on board, but it appears from the Act of Parliament that the crew are not allowed to purchase it duty free at any out port, which precludes them from taking advantage of his supply. He requests a dispensation allowing the crew to purchase the supply free of duty, under the inspection of the Customs Collector at the port.
