Folios 388-389: James Colnett, London. Covering letter for a list of Naval Force required, in the opinion of himself and Captain Lewis Hay, Royal Engineers, for the protection of Essex. Has signed a similar one which Captain Lewis Hay delivered to the Marquis Cornwallis [Charles Cornwallis, 1st Marquess Cornwallis].
Folio 390: enclosure with folios 388-389. A demand for Gun Boats and Floating Batteries for the Naval Defence of the Coast of Essex to Co-operate with the Land Batteries proposed to be raised, dDated 27 April 1795, signed James Colnett and Lewis Hay.
