Description

Folios 565-566: George Cockburn, HMS Phaeton, New York. Reports that as his ship is 40 short of her full complement, he has offered a bounty for volunteers and managed to recruit nine men. Knows it is not normal for bounty to be paid in foreign ports, but asks if it can be allowed in this case, and the Navy Board directed not to charge the bounty against his wages.
