Folios 490-491: Lieutenant Nathaniel Day Cochrane, HMS Ambuscade, the Downs, to Captain David Atkins. The Admiralty have asked him for information on the naval establishements at Ostend and Flushing. During his visit to Ostend the harbour was filled with merchant vessels, mainly galliots, but he did not see any warships. The guns in the garrison were dismounted except for those in a small fort protecting the harbour entrance and there were few men on duty. At Flushing he did see one brig of war which was flying the broad pendant of a Dutch commodore, but there was no sign of any other vessels being armed.
