Description

Folios 454-455: Alexander Inglis Cochrane, HMS Northumberland, the Hamoaze. He recently sent Lieutenant Sharp round to Milford Haven in the cutter HMS Eagle, with impress warrants, and he has returned with 14 men, some of them volunteers and others from a privateer who entered voluntarily when they were captured. When the men arrived aboard his ship, he sent them to HMS Resolve to be regulated, but marked down as having volunteered for his ship. Admiral Sir John Colpoys has now informed him that he has no powers to order these men back to HMS Northumberland, nor can he allow any of the volunteers who are on their way to Plymouth from various ports to join his ship. Points out that he has been to great expense in raising men for the ship, and that the men brought by Lieutenant Sharp should be allowed to join him as well as the volunteers from ports where he has had his own agents employed in raising men. Asks that the Admiralty direct Admiral Colpoys to send him the men now here and the others who may be coming specifically to volunteer for his ship.
