Folios 168-169: William Charleton, Regulating Captain, North Shields. The Committee of Fitters of Sunderland have now raised the full quota of men in lieu of the Keelmen of the river, and since the Admiralty have confirmed that fact and ordered that the Keelmen be issued with protections, asks whether the Admiralty will issue these or whether he is to distribute them himself. He also reports that the Committee, hoping to secure protections for all of their Keelmen, have sent him an extra 14 volunteers. While he has accepted them, he has said clearly that no protections can be given to these additional Keelmen without instructions from the Admiralty. Lieutenant Thomas Consitt tells him that the Keelmen on the River Wear also wish to raise a quota of volunteers.
