Description

Folios 110-111: William Charleton, Regulating Captain, North Shields. As directed, he has agreed with the Mayor of Newcastle, the principal Watermen and owners of Keelboats on the River Tyne that they will raise a quota of one man in 10 to serve in the Navy, and that the officers of the Impress Service will not interrupt service on the river until the Admiralty have finally determined which of them will be protected. Asks how protections will be arranged in future for the Tyne. Is aware that in previous wars the Admiralty granted a warrant to the Mayor of Newcastle authorizing him to issue protections, but this was arranged through the Town Clerk's office without anyone from the Navy checking that no seamen were among them. Suggests this time that the same warrant be given to the Mayor, but that officers of the Impress Service attend, examine the men first and, if they are being protected, counter-sign the warrants. Proposes that these protections should be for 12 months and that those protected should be subject to imprisonment for disobedience during this period. Also proposes that protections should only be issued to the workmen of those owners who have subscribed toward raising the quota of one man in 10 to serve in the Navy.
