Description

Folio 71: William Charleton, Regulating Captain, North Shields, to Captain Edward Roe, the Sea Fencibles. Acknowledges Captain Roe's letter about Lieutenant Thomas Consitt having impressed Thomas Jackson. He has examined Jackson and considers him a man fit for the Navy. He will point out to Lieutenant Consitt the necessity of notifying Captain Roe of any such action in the future. Captain Roe will appreciate that in the Impress Service, not a moment is to be lost in seizing a suitable man.

Folio 72: enclosed with folio 71. Letter from Captain Edward Roe, the Sea Fencibles, Sunderland, to Captain William Charleton, Regulating Captain, North Shields dated October 21, 1803. Encloses two letters [one no longer present] on the subject of one of the Fencibles under his command who has been impressed by Lieutenant Thomas Consitt. He has investigated the case, and the man is Master of a merchant vessel and thus, from his instructions, suitable as a Petty Officer and his case is exactly as stated in the enclosed letter. Hopes the Admiralty will take this into consideration. Encloses

Folio 73: enclosed with folio 72. Copy of a letter dated 17 October 1803 from Captain Edward Roe, the Sea Fencibles, Sunderland to Captain William Charleton, Regulating Captain, North Shields. Reports that Lieutenant Thomas Consitt last night impressed one of the Sea Fencibles under Captain Roe's command, without notifying him either before or after the event. This sort of conduct makes it difficult to control junior officers. Asks Captain Charleton to speak to Lt Consitt, and to order the discharge of the impressed man.

Folio 74: enclosed with folio 72. Printed protection certificate for Thomas Jackson, Sailing Master of the brig Sally, as a Sea Fencible for Sunderland, issued by Captain Edward Roe and dated 1 September 1803.
