Folios 249-250: Thomas Cochrane, Old Cavendish Street. Refers to the practice of promoting Officers of unimpeachable character in certain circumstances. Having seen the recent list of promoted Officers was concerned that Lieutenant Parker was not on it. He had served as First Lieutenant on the Speedy, then under his command, at the capture of the Spanish vessel El Gamo. The El Gamo had six times the men of the Speedy, twice the number of guns and three times the weight. Lieutenant Parker was severely injured with a sword passing through his thigh and a musket ball lodged in his neck.
