Folio 243-244: Thomas Cochrane, Old Cavendish Street. Refers to an earlier letter and application relating to Lieutenant Parker be placed before the Board as early as possible.
Folio 245-246: enclosure with folios 243-244. Representation of Lieutenant Richard William Parker of HMS Speedy dated 17 May 1802. As his name is not on the recent list of promotions can only assume he has been overlooked. Refers to wounds he sustained when Spanish ship, El Gamo, was captured but was not rewarded, which was unusual. States that he had twice acted as sole Lieutenant on the Gamo.
